NDS delivered a just-in-time secure data sharing platform for Scotland in two weeks.

In normal times, NES Digital Service (NDS) develops digital services that transform the way health and care works in Scotland. During the COVID-19 pandemic, NDS was asked by the Scottish Government to support citizens at the highest clinical risk from the virus.

We are dealing with people’s health information at a time of crisis and heightened media attention to the Government and how it supports its citizens. End to end encryption was taken as a given.

The challenge

A secure data sharing platform delivered at the speed of the crisis.

NDS was tasked with developing a platform to facilitate food delivery to Scottish citizens identified as being at significant clinical risk. Given the fast-moving nature of COVID-19, it was critical the platform be built in a very short period of time — and it involved collecting and sharing demographic data for thousands of citizens.

Accustomed to exchanging data with hospitals and large government agencies, NDS suddenly found itself working with supermarkets and food delivery vendors. The platform had to support 32 Local Authorities, 6 supermarkets and 2 food delivery companies, providing lists of at-risk individuals and receiving delivery status back.

The requirement

End-to-end encryption taken as a given, automation to reduce the cost to serve, and a user experience that works for partners with a wide range of technical competency.

The solution

Standardised partner exchange, automated by API

NDS leveraged SendSafely Workspaces coupled with automation built on the SendSafely Developer API. All partner interactions were standardised, with each group getting and giving data securely within a dedicated Workspace.

  1. Factor 01
    Speed to Market

Two weeks after receiving their directive, NDS was up and running with their secure data exchange platform. “We were able to get started very quickly with SendSafely. Our partners were also up and running quickly and found it easy to use.” — Geoff Huggins, Director of NDS

  2. Factor 02
    Ability to Automate

NDS needed a solution that worked for partner end users but also enabled automation to minimise the cost to serve. File delivery was automated using the SendSafely Developer API.

  3. Factor 03
    No Training Required

Partners represented a wide range of industries with varying levels of technical literacy. Getting end users running on the Workspaces portal required minimal effort — training and rollout support was one less thing the NDS team had to worry about.

The impact

A platform stood up at crisis speed.

Two-Week Delivery

A secure data sharing platform connecting government, local authorities and food delivery partners, live in two weeks.

Automation

API-driven file delivery reduced the cost to serve and removed manual handling from a high-volume workflow.

Citizens Served

The service supported over 115,000 citizens in Scotland, helping them stay safe during the pandemic.

“We were able to get started very quickly with SendSafely. Our partners were also up and running quickly and found it easy to use.”
